2010년 미국 행정관리예산국(Office of Management and Budget, OMB)은 국방부(Department of Defense, DOD)와 협력을 통해 각 항목이 기초 예산이나 해외 긴급 운영 자금 요청으로 적절히 분류되었는지 여부를 결정하기 위한 기준을 작성했으나, 그 기준이 오래 되었으며, 2017 회계연도 DOD 해외 긴급 활동에 포함된 활동 규모를 모두 포함하지 못한다.
