본 논문은 국가 중심적 대북지원에 대한 연구를 통해 국제기구의 역할을 재평가하고, 한반도 통일역량 강화를 위한 정책적 시사점을 도출하는 데 목적이 있다. 국제기구를 통한 대북지원 분석을 통해 과소평가된 국제기구들의 역할을 재평가하는 데 초점을 두었다. 한국, 미국, 독일, 유럽연합을 대상으로 국가별 대북지원과 국제기구를 통한 대북지원을 분석한 결과 개별국가의 대북지원활동과 더불어 국제기구, 비정부기구 등 다양한 행위자의 관여와 활동이 중요하다는 점을 발견하였다. 본 연구를 통해 향후 한반도 통일과정에서 국제기구 역할을 활용해야 한다는 점을 확인하였고, 국제기구를 대북 정책에 활용하고 관여시켜야 한다는 논리적 근거를 찾을 수 있었다. 본 연구를 통해 과대평가된 국가의 역할과 과소평가된 국제기구의 역할에 대한 균형점을 발견하였다. 북한에서 활동 중인 국제기구가 북한 내 대민 접촉, 활동기회, 활동 반경 등 대북 내부 역량에서는 국가행위자보다 더 뛰어난 점을 감안할 필요가 있다. 따라서 한반도 통일기반 조성 및 역량 강화를 위해 국제기구를 통한 대북 인도적 지원강화, 인도적 대북지원의 탈정치화, 국제기구 활동의 제고 등이 요구된다. 본 연구는 향후 국제기구의 대북지원 역량을 평가하고 분석하는 데 기초연구자료로 사용될 수 있을 것이다.
This research aimed at looking into the existing research on the state-led aid to North Korea, through which the role of international organizations would be reassessed in terms of the road toward the unification of the Korean peninsula. In this light, we have found that the role of international organizations were underestimated while the role of states were over-valued, which implies the need to strike a balance between the two players for the Korean unification. This research has unearthed the significant role played by international organizations in the unification process of the Korean Peninsula, and argues that the policy of engaging and utilizing international organizations is indispensable. This research has scrutinized the humanitarian aid given to North Korea by the Republic of Korea, the United States, Germany, and the European Union, and it has found that the aid was made through the international organizations such as WFP, WHO, UNICEF and UNFPA. These organizations, that had more access to the place in need, wider scope of activities, and more opportunities for actions, were used as the channel for the aid by those donor states. In this regard, our research is expected to be the bassis for further research that evaluates the capabilities of international organizations in assisting North Korea to change its behavior and conduct the opening and reform in the future. For the South Korean government to build the capacity for the Korean unification, this research proposes that the aid to North Korea should be channeled through international organizations; the humanitarian aid to North Korea should be de-politicized; and more roles of international organizations should be explored and utilized. |
