국제 협약 기준에 따라 작성한 이 지침은 유럽안보협력기구(Organization for Security and Cooperation in Europe, OSCE) 참가국에 민주 기관 역량 강화와 정치에서 장애인 역량 강화를 위해 필요한 실질적인 정보를 제공한다. 또한 장애인 정치 참여에 관한 민주제도인권사무소(Office for Democratic Institutions and Human Rights, ODIHR) 전문가 회의에서 나온 전문가들의 조언 및 권고사항을 바탕으로 수집한 모범 사례를 소개한다.
